The range of Torah is much wider than what is outlined by human action.
One is connected with the Divine Will through the idea.
If, for instance, one studies a passage concerning a hypothetical circumstance, something that could never happen, the Halachic conclusion helps us to know the Divine preference in any such situation.
In Torah study, one is engaged in the planning process.
In action, one is carrying out the idea.
It is in the planning or conceptualizing that there is a greater degree of participation in God.
What is more, by creating something new, man is able to expand this participation and to manifest His will.
