It is understood that one who does not study for the sake of "doing" Torah is really ignoring the meaning of Torah.
Indeed, all Chochmah or Wisdom is realized only in the acting out, in acts of loving-kindness.
The one who studies and does not do is considered as "one who had better not been
born …. "
